Despite Pelosi's denials, taxpayer-funded abortions appear 8 times in Senate bill

Rep. Joe Donnelly (D-IN) voted for the House Obamacare bill last year. The key to his vote seems to have been the Stupak amendment prohibiting federal funding of abortion. Now Joe is being asked to vote for the Senate bill, and he, Stupak, and others are refusing to play ball because abortions are federally funded by that bill. Nancy Pelosi insists that abortions are not covered in the Senate bill. It is a provably false claim and she knows it, which means she is either completely out to lunch or a pathological liar. As we and the Washington Post pointed out last August, the president's whole "if you like your current health plan, you can keep it" schtick is a bald-faced lie. It is a lie because if your employer decides what coverage you get, then your employer decides what coverage you lose. Whether you like your plan or not has nothing to do with it. Fast forward to today and we see that, as predicted, employers expect are expected to cut benefits and charge employees more for their policies as a result of Obamacare. And they are telling employees, before the bill even passes, that they will not be able to keep their coverage. Just the thought of Obamacare seems to kill coverage. Powerful stuff.

This is from a joint memo by Senate Whip John Kyl and House Whip Eric Cantor. Everybody these days is talking about the minutiae of parliamentary procedure and what the Dems may or may not try. But this lays out the procedural pitfalls, the effects of shaky levels of trust between the House and Senate, the risk/rewards of certain votes, and the names of Democrats who could be pivotal in bringing it all down. As an example, one of the big problems Dems face is trying to fix substantive problems with the Senate bill through reconciliation. Significantly, it is these very problems that have prevented health care from passing thus far.

Bill and I had a conference call with Sen. Orrin Hatch on Monday (audio here). He described a process by which the House could "pass" Health Care without actually voting on it. This article lays it out in more detail. The upshot is this: Forget the Senate passing a reconciliation bill for the moment. Instead, the House creates a bill with all the "fixes" to the Senate bill. They then append the current Senate bill to it. That puts the "fixes" as a standalone item for the Senate to act upon, presumably under reconciliation. The shallow part of the logic ("I was against it before I was for it") is that the House can say that they never actually voted "for" the Senate bill, which is replete with campaign-commercial fodder. You are too fat and too stupid to make your own decisions about your own food, so you must be told what to eat and how much you should pay for it. Fat taxes on soda are one thing, but now these fanatics are getting into dangerous territory: they are monkeying with pizza. Throw in a big tax on beer and the backlash will make the health care debate look like a Sunday school class.

This is a riot. These people glom on to a mish-mash of emotionally charged causes, which are, by definition, not rooted in logical or fiscal sanity, and they are amazed at how darn confusing it is to be a good liberal.

How can I keep true to my values -- be a virtuous consumer whose choices don't encourage overseas sweatshops, support unfair trade, spoil the planet, give support to dictators? Here we go. Let Kent speak for himself: While some have described reconciliation -- a process that requires only a majority vote in the Senate to pass legislation that reduces the deficit -- as an obscure, rarely used procedure, the truth is that it has been used 22 times since 1980, with 16 of those times occurring when Republicans controlled the Senate. Republican efforts to block its use now for a "fixer" bill represent little more than a politically expedient attempt to kill health-care legislation. A plan reading of the pathetic paragraph above suggests that "22" is a big number, and perhaps even BIGGER because it includes "16." Let's do the math. 1980 included the second session of the 96th Congress. Here's the first Public Law coming in 1980:

They may be right.

Presuming the House passes the Senate bill, the House will then pass a reconciliation fix to the bill, after which the Senate will then try to pass that fix, too. At this point Senate GOPers will repeatedly invoke the Byrd rule to ask the parliamentarian to strip individual provisions (ones fixing this or that in the original bill) out of the fix, on the grounds that they are policy fixes. If individual provisions are stripped, it would change the Senate’s version of the overall fix. That would force the House to vote on it again and again, stalling the process further.
